My gas (tank type) water heater makes lukewarm water. Will draining it help?

Even turned up on high, it's still not heating enough. I live in a very hard water area. Would it help to drain out the sediment? Is the thermostat replaceable on this type of unit? It is old, but I'd like to avoid buying a new one, if possible. ANY advice is appreciated.
