What was the 1980's TV show where the crime fighter had black stripes painted across his face?

It was an action/drama sort of like Macgyver, and the main character was some sort of vigilante who wore all black and painted black stripes across his face. He was a white guy with big 80's hair. That's about all I can remember. I only remember seeing one episode of it when I was about three or four years old (which would have been around 1984), so the memory is very vague. But I know I saw it.
