Which parrots talks the best?

I've heard African Greys talk the best, followed by Amazons. What's the veritas? How much of a factor is the individual bird's personality? Case in point: my mom has an Amazon that she raised from a baby, and it hardly talks at all. I want to get a military or hyacinth macaw; any suggestions?
